About AU/IBAR

 

Technical assistance from the Ministry of Foreign Affairs of France

As of January 2009, France has renewed its commitment to support AU/IBAR by seconding a new technical advisor for the next two years.

Alban Bellinguez, an agricultural engineer with more than twenty years of experience in the African livestock sector, will support IBAR in the following areas:

Institutional, strategic and organisational support

  • Following up with the installation of IBAR’s 2009-2013 strategic plan
  • Providing institutional and organisational support for the implementation of the strategic plan
  • Providing support to the identification, preparation and implementation of crosscutting or thematic actions
  • Identifying and mobilizing external support to contribute to the implementation of IBAR’s strategy

New projects and funding opportunities

  • Identify new projects and funding opportunities primarily in the area of trade and marketing as well as SPS – to develop IBAR’s projects portfolio in this subsector. The main priorities will be to identify and set up actions in the fields of analysis of animal trade flows and installation of a trade database as part of the ARIS database as well as the harmonization of animal trade policies and regulatory frameworks at regional and continental level
  • Identify new projects and funding opportunities in other subsectors such as animal health and animal production, in close partnership with concerned technical units of AU/IBAR

Technical and methodical assistance with existing projects

  • In the trade and marketing area and SPS
  • In the animal production and animal health sectors

In addition, the advisor can be entrusted with any mission relating to his area of expertise that aims at strengthening the relationship between IBAR and other stakeholders of the livestock development sector.
