Why:
Contrary to widespread beliefs, the threat of a global avian and human influenza pandemic is far from over. Africa in particular needs to sufficiently enhance its level of preparedness. It could have devastating socioeconomic and public health effects if the virus became endemic.
SPINAP is a programme that aims to reduce these potential impacts by supporting African countries with the implementation of their Integrated National Action Plans. The programme is designed to finance gaps and facilitate technical support. It is based on a contribution agreement between AU/IBAR and the European Commission with a budget of Euro 21.5 million.
IBAR’s animal health unit rolls out the programme with an inception workshop for 21 West African countries. 21 national coordinators are expected to convene in Dakar to present and discuss their country’s proposals and exchange views with other stakeholders on HPAI management.

Monitoring and evaluation
