Experts meeting to validate the implementation modalities of the Livestock Development Strategy for Africa (LiDeSA)

A high level meeting of experts from the livestock sector will take place in Nairobi on 7th and 8th May 2015 at the offices of the Inter-African Bureau for Livestock Resources (AU-IBAR).

The meeting will discuss the Livestock Development Strategy for Africa (LiDeSA), being developed by the African Union under the leadership of AU-IBAR. The development of this strategy takes place against the background of the fast growing demand for livestock and livestock products, trends which indicate that by the years 2030-2050, the demand will increase two to eight fold, due to factors such as the increase in urban populations and increased incomes.

This growing demand may lead to a critical shortfall in the supply of quality proteins from animals, with negative impact on food and nutrition security in Africa, given the existing low levels of investment and growth of the sector.

The strategy development is informed by key AU initiatives such as the vision and aspirations of the Accelerated African Growth and Transformation Goals of the Malabo Declaration of the 23rd Ordinary Session of the AU Assembly in Malabo, Equatorial Guinea in June 2014, and the Comprehensive African Agricultural Development Programme (CAADP) and Agenda 2063, a 50 year strategy for developing Africa in all spheres of social and economic aspects.

LiDeSA was endorsed by the Executive Council of the African Union in January 2015 through decision EX.CL/866(XXVI). Following this endorsement, AU-IBAR has led a series of expert consultative processes to ensure strategy implementation starts in earnest. The experts have deliberated on critical issues on LiDeSA; drafted a concept note on implementation of the strategy; and developed two framework documents on 'Results and M&E Framework' and 'Implementation Action Planning' respectively.

The specific objectives of the stakeholders' validation workshop will be:

  • To validate the LiDeSA Results and M&E Framework;
  • To validate the Stakeholders Engagement Mechanisms;
  • To validate the Action Planning Framework; and
  • To propose the roadmap for implementation action planning (multiple levels).

Participants

As a follow-up to these processes, stakeholders including both internal AU-IBAR and external experts will meet from 7th to 8th May 2015, at AU-IBAR offices to discuss and validate the implementation of LiDeSA.

The two-day workshop will bring together representatives of AU Member States: Animal Production Experts, CVOs, RECs (EAC, ECCAS, COMESA, ECOWAS, CENSAD, ICPALD, SADC, CEBEVIRHA, UMA), Technical Partners (OIE, FAO, ILRI, FARA, NEPAD, RESSAKS, PATTEC, PANVAC, IFAD, RESSAKS), DREA, NEPAD, WAP, Universities, AfDB, BMGF, Action Aid, Oxfam, World Vision, VSF (Germany and Suisse), Coopi, WB, USAID, EC, GiZ, and two consultants.
