REPORT OF THE ISCTRC SECRETARY ON THE 28TH CONFERENCE

The 28th ISCTRC Conference was held from 26th to 30th  September, 2005 at AU Conference Hall in Addis Ababa, Ethiopia. The conference was attended by delegates from more than 35 AU Member States and over 20 International Organizations and was officially opened by H.E. Mr. Girma Wolde Giogis, the President of the Federal Democratic Republic of Ethiopia.

The opening ceremony took place on Monday 26th September, 2005 at 11.00 am, and the following invited guests of honour made speeches:-

H.E Prof. Alpha Oumar Konaré – Chairperson of the Commission of the African Union.
Hon. Mr. Ato Belay Edjigu – Minister of State for Agriculture and Rural Development in the Federal Democratic Republic of Ethiopia.

H. E. Madam Rosebud Kurwijila – Commissioner for Rural Economy and Agriculture for the AU. Madam Rosebud gave the keynote address.

During the ceremony Prof. Alpha Oumar Konaré presented the PATTEC uniform and flag to the President of Ethiopia as a symbol of launching of PATTEC.

After the opening speeches, Dr. John Kabayo, the PATTEC Coordinator, presented a progress report on the implementation of the PATTEC Project in Africa. He said that the African Development Bank (ADB) had given a soft loan for PATTEC projects to six (6) AU member states, namely Burkina Faso, Ghana and Mali from West Africa and Ethiopia, Kenya and Uganda from East Africa.  The total amount allocated for the six countries was over USD 70 million to be spent over a 5 year period.

The presentation and statements by International Organizations took place before the opening ceremony. During that session the ISCTRC Executive Committee Chairman, Dr. Rob Bagnall of South Africa, presented his speech and the ISCTRC Secretary, Dr. Solomon Haile Mariam, his report. The other International Organizations making statements included, EU, ICIPE, FAO, IAEA, WHO, ILRI, PAAT, USAID, DFID, AARANET, CIRDES, CIRAD, etc. They were all supportive of the ISCTRC conference.

The proceedings of the 27th ISCTRC (Pretoria) Conference which had been dedicated to the memory of the late Prof. Thomas Odhiambo, the former Director General of ICIPE, was distributed to the participants in both hard and CD Rom copies.
The five (5) day conference was divided into 18 plenary sessions, covering country reports, biology, protozoology, immunology and diagnosis; human trypanosomiasis; animal trypanosomiasis; vector control and environment and socio-economics. A total of 60 papers were presented for oral presentation and 40 for poster presentation. About 20 minutes each were allocated for the oral presentation and discussion. The moderators and rapporteurs chaired and recorded minutes for each session and later prepared session reports and recommendations.

In addition to the conference, satellite and round table meetings were also held. The PAAT Advisory Group Meeting took place on 21st - 22nd September, 2005 at the conference hall of Ghion Hotel. And the 30th ISCTRC Executive Committee meeting was held on the 25th September,2005 in the committee Room number two of the Conference Hall at AU.

The Round Table meeting for PATTEC took place on Friday September 30th 2005 at the AU conference hall in the committee room number two under the chairmanship of Dr. Issa SIDIBE, Scientific Director of CIRDES/National Coordinator of PATTEC for Burkina Faso. Dr. Kabayo was the Secretary of that meeting.

The Round Table meeting for non-tsetse transmitted trypanosomiases diseases took place in the committee room number 1 of AU Conference Hall, under the chairmanship of Dr. Traoré, Director of AU-IBAR and Dr. Louis Touratier as the secretary.

The Round Table discussion on Tsetse Control with Integrated Community Development was organized under the chairmanship of William Shereni of Zimbabwe with Dr. Gitatchew Tikubet of Ethiopia / ICIPE as the secretary.

The Round Table meeting for Sleeping Sickness in Uganda was organized by WHO/TDR. The chairperson for this meeting was Dr. Dawson Bob Mbulamberi of Uganda and the Secretary was Dr. Debora Kyoi of WHO/TDR. The reports of these meetings are appended to these PROCEEDINGS.

Lunch during the conference was provided to the participants by six pharmaceutical companies:

Field trips for conference participants were organised on Friday, 30th September, 2005 to the following places:

• Kaliti – Insectory in Kaliti Addis Ababa
• Disease Investigation Centre at Sebat
• The Biofarm Centre in Addis Ababa.

All the participants expressed their satisfaction with the field trip.

A grand reception given by the Government of Ethiopia, was held at Ghion Hotel on Monday, the 26th of September, 2005 from 19.00 – 21.00.  The host was Honorable Belay Edjigu, Minister of Agriculture and Rural Development of the Federal Democratic Republic of Ethiopia.
A cocktail reception was organized by the AU-Commission on September 29th September, 2005 within the AU compound from 19.00 – 21.00 hours. On this occasion certificates of appreciation were given by H. E. Madame Rosebud Kurwijilla to more than 30 participants from: -

• The National Organizing Committee for the 28th ISCTRC Conference.
• Members of the ISCTRC Executive Committee
• Members of the AU/IBAR Secretariat, in recognition of their special contribution for the success of the 28th ISTRC Conference.

The closing ceremony of the Conference took place on Friday, 30th September,  2005 at 6.00 pm. It was presided by Dr. M. Babagana, Director of the Department Rural Economy and Agriculture of DREA on behalf of AU. During this session, the Deputy/Rapporteur-General of the conference, Dr. Pamela Olet read the reports and recommendations of the 28th ISCTRC Conference. These had been adopted earlier in the last plenary session, after discussion. In the closing session it was also announced that the Republic of Angola had offered to host the next (29th) ISCTRC Conference. In this regard the official letter of invitation was read by Prof. Josenando, the leader of the Angola Delegation. Prof. Josenando was nominated to be the Vice Chairperson for the next ISCTRC Executive Committee. It was decided that AU/IBAR ISCTRC Secretariat will wait for another three months to receive official letter of commitment from the Angolan government before the final decision is made. It was also announced that in view of the ongoing restructuring process at AU, the present ISCTRC Executive Committee would remain in office for another term, but a representative of North African countries would be nominated to join. Dr. Miressa Keno of Ethiopia was to be the new Chairman.
During the ceremony special awards were presented to the following:

• Dr. Rob Bagnall – The outgoing Chairman of the ISCTRC for his excellent job in chairing the  ISCTRC for the last two years.
• The incoming Chairperson Dr. Miressa Keno, for his active role in organizing the 28th  ISCTRC Conference.
• Mr. Anyumba, Under Secretary in the Ministry of Livestock and Animal Industry of the Republic of Kenya for playing a pivotal role for the implementation of the PATTEC Project in Kenya.

In his closing remark Dr. M. Traoré, Director of AU/IBAR thanked all participants for their support and active participation during the 28th ISCTRC Conference.
Finally, Dr. Babagana thanked the Ethiopian government for hosting this conference and appreciated the participation of all delegations for the successful 28th ISCTRC Conference. He assured the delegates that AU Commission would pursue the implementation of the recommendations. He wished the participants a safe return journey home and declared the conference officially closed at 7.00 pm.

RAPPORT DU SECRETAIRE DU CSIRLT SUR LA 28ème CONFERENCE

La 28ème Conférence du CSIRLT s’est tenue du 26 au 30 septembre 2005 au Centre de conférences de l’Union Africaine à Addis Abeba, Ethiopie. Plus de 35 Etats membres et 20 organisations internationales ont participé à la conférence, qui a officiellement été ouverte par S.E. M. Girma Wolde Giorgis, Président de la République Fédérale Démocratique d’Ethiopie.

La cérémonie d’ouverture a eu lieu le lundi 26 septembre 2005 à 11 heures, et les invités d’honneur suivants ont prononcé un discours :

• S.E. Prof. Alpha Oumar Konaré, Président de la Commission de l’Union Africaine
• Hon. M. Belay Edjigu, Ministre de l’Agriculture et du Développement rural de la             
• République Fédérale Démocratique d’Ethiopie
• S.E. Mme Rosebud Kurwijila, Commissaire à l’Economie rurale et à l’Agriculture.  
• Mme Kurwijila a prononcé le discours- programme.

Au cours de la cérémonie, Prof. Alpha Oumar Konaré a présenté l’uniforme et le drapeau du Projet PATTEC au Président de l’Ethiopie comme symbole du lancement du PATTEC.

Après les discours d’ouverture, le Dr. John Kabayo, coordonnateur du PATTEC, a présenté un rapport intérimaire sur la mise en œuvre du Projet PATTEC en Afrique. Il a fait savoir que la Banque Africaine de Développement (BAD) a accordé un prêt à des conditions de faveur à six pays membres de l’UA pour l’exécution du PATTEC. Il s’agit du Burkina Faso, Ghana, Mali pour l’Afrique de l’Ouest, et Ethiopie, Kenya et Ouganda pour l’Afrique de l’Est. Le montant total alloué aux six pays s’élève à 70 millions USD pour une période de cinq ans.

Les exposés et les allocutions par les organisations internationales ont eu lieu avant la cérémonie d’ouverture. Pendant cette séance, le Président du Comité exécutif du CSIRLT, Dr. Rob Bagnall d’Afrique du Sud, a prononcé un discours et le secrétaire du CSIRLT, Dr. Solomon Haile Mariam, a présenté son rapport. Les organisations internationales qui sont intervenues étaient : l’UE, l’ICIPE, la FAO, l’AIEA, l’OMS, l’ILRI, le PAAT, l’USAID, le DFID, l’AARANET, le CIRDES, le CIRAD,  etc. Elles ont toutes manifesté  leur soutien à la conférence.

Le rapport des travaux de la 27ème conférence (Pretoria, 2003), dédiée à la mémoire du regretté Prof. Thomas Odhiambo, ancien Directeur Général de l’ICIPE, a été distribué aux participants en CD Rom et sous forme de livre.

La conférence de cinq jours a été répartie en 18 séances plénières, qui portaient sur les rapports nationaux ; la biologie, la protozoologie, l’immunologie et le diagnostic ; la trypanosomose humaine ; la trypanosomose animale ; la lutte contre le vecteur ; l’environnement et le système d’information géographique ; la socio-économie et le développement rural. Au total, 60 communications ont été présentées oralement et 40 communications sous forme d’affiche. Le délai imparti pour chaque présentation orale et la discussion était de 20 minutes. Les modérateurs présidaient les séances et les rapporteurs dressaient les procès-verbaux de chaque séance, puis préparaient les rapports et les recommandations.

Outre la conférence, des réunions satellites et des tables rondes ont également été organisées. La réunion du Groupe consultatif du PAAT s’est tenue les 21 et 22 septembre 2005 dans la salle de conférence du Ghion Hotel. La 31ème réunion du Comité exécutif du CSIRLT a eu lieu le 25 septembre 2005 dans la salle de comité No.2 du Centre de conférences de l’UA.

La table ronde pour le PATTEC s’est tenue le 30 septembre 2005 dans la salle de comité No.2 du Centre de conférences de l’UA, sous la présidence du Dr. Issa SIDIBE, Directeur scientifique/Coordonnateur National du PATTEC. Dr. Kabayo était le secrétaire de cette table ronde.

La table ronde sur les trypanosomoses non-transmises par les glossines s’est tenue dans la salle de comité No.1 du Centre de conférences de l’UA, sous la présidence du Dr. Traoré, Directeur de l’UA/IBAR ; Dr. Louis Touratier était le secrétaire.

La table ronde sur la lutte contre les glossines avec le développement intégré des communautés était organisée sous la présidence de William Shereni du Zimbabwe ; Dr. Gitachew Tikubet de l’Ethiopie/ICIPE était le secrétaire.

La table ronde sur la maladie du sommeil en Ouganda était organisée par l’OMS/TDR. Dr. Dawson Bob Mbulamberi de l’Ouganda était le président et Dr. Debora Kyoi de l’OMS/TDR, la secrétaire.

Durant la conférence, le déjeuner était offert aux participants par six sociétés pharmaceutiques :

Le secrétariat du CSIRLT exprime sa gratitude aux sociétés susmentionnées pour leur appui à la conférence.

Les visites de terrain pour les participants à la conférence étaient organisées le 30 septembre 2005
dans les lieux suivants :

• Kaliti Insectarium à Kaliti, Addis Ababa / Centre d’enquête sur les maladies à Sebata
• Le Centre de bioferme d’Addis Abeba.

Tous les participants ont exprimé leur satisfaction lors de ces visites de terrain.

Une grande réception offerte par le Gouvernement ethiopien a eu lieu au Ghion Hotel le 26 septembre 2005 de 19h à 21h. L’hôte était l’Honorable Belay Edjigu, Ministre de l’Agriculture et du Développement rural de la République Fédérale Démocratique d’Ethiopie.

Un cocktail était organisé par la Commission de l’UA le 29 septembre 2005 dans l’enceinte de l’UA de 19h à 21h. A cette occasion, des certificats de reconnaissance étaient remis par S.E. Mme Rosebud Kurwijila à plus de 30 participants issus de :

• Comité national d’organisation pour la 28ème conférence
• Membres du Comité exécutif du CSIRLT
• Membres du secrétariat de l’UA/IBAR, en reconnaissance de leur contribution spéciale au succès de la 28ème conférence. 

La cérémonie de clôture de la conférence s’est tenue le 30 septembre 2005 à 18h. Il a été présidé par le Dr. M. Babagana, Directeur du Département de l’Economie rurale et de l’Agriculture, au nom de l’Union Africaine. Au cours de cette séance, le Rapporteur-Général Adjoint de la conférence, Dr Pamela Olet, a lu les rapports et les recommandations de la 28ème  conférence du CSIRLT, qui étaient adoptés auparavant, après discussion, à la dernière séance plénière. Lors de la séance de clôture, il a été annoncé que la République d’Angola s’est proposée d’abriter la prochaine conférence du CSIRLT (la 29ème). A cet égard, la lettre officielle d’invitation a été lue par Prof. Josenando, chef de la délégation de l’Angola. Prof. Josenando a été désigné Vice-Président du prochain Comité exécutif du CSIRLT. Il a été décidé que le secrétariat du CSIRLT-UA/IBAR devra encore attendre trois mois  pour recevoir la lettre officielle d’engagement du gouvernement angolais avant de prendre une décision finale. Il a  également été annoncé que compte tenu du processus de restructuration en cours à l’Union Africaine, l’actuel Comité exécutif du CSIRLT sera maintenu pour un autre mandat, mais un représentant des pays de l’Afrique du Nord sera désigné pour se joindre au Comité. Dr. Miressa Keno de l’Ethiopie est le nouveau Président.

Au cours de la cérémonie, des récompenses spéciales étaient attribuées aux personnes suivantes :

• Dr. Bob Bagnall, Président sortant du CSIRLT, pour l’excellent travail accompli en tant que Président du CSIRLT pendant les deux dernières années ;
• Le nouveau Président pour son rôle actif dans l’organisation de la 28ème   conférence ;
• M. Anyumba, Sous-Secrétaire au Ministère de l’Elevage et de l’Industrie animale de la République du Kenya pour le rôle central qu’il a joué dans la mise en œuvre du Projet PATTEC au Kenya.

Dans son discours de clôture, le Dr. M. Traoré, Directeur de l’UA/IBAR, a remercié tous les participants pour leur soutien et leur participation active à la 28ème conférence.

Pour terminer, le Dr. Babagana a exprimé sa gratitude au gouvernement ethiopien d’abriter cette conférence et s’est félicité de la participation de toutes les délégations au succès de la 28ème conférence. Il a assuré les participants que la Commission de l’Union Africaine veillera à la mise en œuvre des recommandations. Il a souhaité bon voyage à tous les participants et déclaré la conférence officiellement close à 19h.
