CAADP Partnership Platform

The African Union Commission and AUDA-NEPAD convene the 22nd Comprehensive Africa Agriculture Development Programme Partnership Platform, in collaboration with Member States, Regional Economic Communities, technical institutions, and development partners. Anchored in the CAADP Kampala Declaration and the CAADP Strategy and Action Plan 2026-2035, it opens the post-Malabo implementation decade by moving the continental agenda from strategic direction to practical delivery. The Platform serves as a working meeting and solutions marketplace, connecting Member States' and Regional Economic Communities' implementation priorities with domestic financing pathways, technical assistance, knowledge products, innovation, and investment opportunities.

Four days move from high-level political direction, through country readiness clinics and regional delivery huddles, to implementation delivery labs organised around the six Strategic Objectives, and on to investment, accountability and follow-up. The Kampala Policy Learning Event, thematic technical discussions and a closed development partner business meeting will run alongside. Harare will leave a limited portfolio of country and regional implementation compacts, domestic financing pathways, and matched solutions, each with a named owner, a policy or budget route, and a six-month milestone tracked through the Biennial Review, Joint Sector Reviews, and existing accountability systems.

As the continent begins implementing the Kampala CAADP agenda, Zimbabwe’s grain reserves and investment targets have become a talking point, and the African Union Commissioner wants other agriculture ministers to take notes.

HARARE, 15 September 2026 — For two decades, Africa’s agricultural gatherings have produced declarations. Yesterday in Harare, delegates were asked to measure progress differently: in hectares irrigated, tonnes stored, dollars mobilised and farmers reached.

The 22nd Comprehensive Africa Agriculture Development Programme Partnership Platform (CAADP-PP), being held alongside the inaugural Kampala Policy Learning Event (KAPLE), is the first major continental meeting since Africa began implementing the Kampala Declaration and the CAADP Strategy and Action Plan for 2026–2035.

CAADP 2026–2035: Commissioner Vilakati Calls for Greater Agricultural Productivity, Food Security and Continental Self-Reliance

The Head of the African Union Agriculture, Rural Development, Blue Economy and Sustainable Environment (AU-ARBE) department, His Excellency Commissioner Moses Vilakati, has called for a decisive shift from policy commitments and recurring continental deliberations towards measurable implementation, increased agricultural productivity and stronger food self-reliance across Africa.

Speaking to the press at the opening of the 22nd CAADP Partnership Platform, Commissioner Vilakati said the implementation gap remained one of the central challenges confronting the Comprehensive Africa Agriculture Development Programme (CAADP), as Member States continue to convene around ambitious agricultural commitments without sufficiently translating them into visible outcomes on the ground.

Germany Reaffirms Support for African-Led CAADP Implementation, Highlights Technical Expertise and Investment Opportunities

Germany has reaffirmed its commitment to supporting the implementation and domestication of the Comprehensive Africa Agriculture Development Programme (CAADP), emphasising that its partnership with Africa must remain grounded in African leadership and ownership.

Speaking to the press at the opening of the 22nd CAADP Partnership Platform in Zimbabwe, Silke Stallkamp, Counsellor for Food and Agriculture at the German Embassy to the African Union and GIZ, said Germany was among the major bilateral partners supporting the continental agricultural development framework.

“Germany is among the major supporters, bilateral donors, to support the implementation and domestication of CAADP,” Stallkamp said, adding that Germany was committed to remaining a partner in what she described as “a genuinely African-led and African-owned process.”
