Feed and fodder shortages remain a major constraint to livestock productivity, resilience and food security across Africa, largely due to fragmented coordination, weak investment, limited infrastructure and uneven access to quality inputs and services. These guidelines provide a standardised yet adaptable framework for establishing Feed and Fodder Multi-Stakeholder Platforms at national and continental levels. The platforms are designed to bring together government, private sector actors, farmer organisations, research institutions, civil society and development partners to coordinate sector dialogue, align policies, mobilise resources, promote innovation and strengthen value chains.
The guidelines outline the rationale, objectives, stakeholder engagement approaches, governance structures, operational roadmap, and monitoring, evaluation and learning mechanisms required to establish and sustain effective platforms. They emphasise private sector-led coordination, inclusive participation of women, youth and producer groups, legal and institutional anchoring, transparent decision-making, and continuous learning. By supporting harmonised action, investment mobilisation, and evidence-based planning, the Multi-Stakeholder Platforms are expected to transform Africa’s feed and fodder sector, improve livestock productivity, strengthen resilience to climate and market shocks, and contribute to food security and sustainable livelihoods.
