The goal of the workshop is to secure a multi-stakeholder consensus on what, and how of the pastoral data harmonisation in Nigeria, laying the groundwork for comprehensive standards and future technical integrations. Specifically the objectives are:

  • To operationalize governance for data harmonization by activating the Data Technical Working Group (TWG) or constituting a time-bound Task Force if activation is not immediately feasible; adopt named leads, terms of reference, and a meetings schedule.
  • To produce first-cut standards instruments including Core Data-Element List, Common Lexicon, and/or Minimal Metadata Template aligned to priority use-cases (traceability/NAITS, animal health/NADIS, market information, early warning).
  • To select and mandate 2–3 priority pilots with defined scope, lead agency, data sources, interoperability targets, success metrics, and action plan to start implementation.
  • To approve a 2025–2028 roadmap skeleton covering milestones, integration waves, oversight arrangements (MSEF/TWG), and indicative funding windows.
  • To confirm targeted capacity and financing actions consistent with identified gaps (e.g., GIS, ETL and database standardization, digital data collection, data governance, policy analytics), naming delivery partners and first training.
  • To secure alignment with the ongoing L-PRSS data protocols harmonization by defining interface points and shared fields, accommodating interoperability with market, movement, animal-health, and traceability datasets.

The expected outcomes of the consultative workshop are:

  • Governance resolutions: MSEF mandated; TWG activated
  • Standards v0.1: Core Data-Element List, Common Lexicon, and Minimal Metadata Template aligned to priority use-cases (traceability/NAITS, animal health/NADIS, market information, early warning), validated in plenary with a basic versioning plan.
  • Pilot charters: two to three pilot mandates, each with scope, lead agency, data sources, interoperability targets, success metrics, and a 90-day action plan to commence implementation.
  • Roadmap skeleton 2025–2028: milestones, integration waves, oversight via MSEF/TWG, and indicative funding windows, with named owners.
  • Capacity building note: targeted capacity actions (GIS; ETL/database standardization; digital data collection; data governance; policy analytics), delivery partners, and first training date/window; initial financing actions and responsible parties.
  • AnGR harmonization alignment note: defined interface points and shared fields; interoperability handshakes between market, movement, animal-health, and traceability datasets and the ongoing L-PRES–supported AnGR protocols; governance interface under MSEF/TWG.

The worskhop will draw participation from representatives of the Federal Government of Nigeria (FMLD, FMAFS/FFVPCS, NPC, NCDC, NAQS, NiMET) Regional Economic Communities ECOWAS, Research and Academia (NAPRI), livestock private sector actors  (MACBAN, Livestock247, MegaCorps.), Development Partners (FAO Nigeria)
