Section I.  Invitation for Bids

AU-IBAR wishes to dispose of three (3) motor vehicles and one (1) motorcycle and invites sealed bids from interested parties for the same.

Inspection

Bidding is open to all interested parties. Interested bidders may inspect the items to be purchased at the address and times listed below:

Submission of Bids

Bids must be delivered via email to procurement@au-ibar.org with the title (Sale of Motor Vehicles & Motorcycle.)
Hard copies of bids will not be accepted.

THE DEADLINE FOR SUBMISSION OF OFFERS IS MONDAY 09TH MARCH 2026.
BIDS RECEIVED AFTER THIS DEADLINE WILL BE REJECTED.

All bids must be accompanied by:

•    a bid form in the form attached
•    copies of identification document (for individual) or registration documents (for firm)
•    Signed declaration on exclusion criteria in the form attached.
•    Completed offer indicating price offered per item.
•    Confirmation that the price offered shall remain valid for a period of 30 calendar days from the closing date.
•    A Bid Bond or Banker’s Cheque equivalent to 10% of each individual bid or vehicle for which the bidder is submitting an offer.

Note: bidders may bid for one or more of the vehicles/motorcycles PROVIDED THAT bidder provide itemised bids for each of the vehicles/motorcycles.

Opening of bids

 Bids will be opened and evaluated from Friday 13th March 2025. 
Bidders will be informed of the outcome upon completion of the evaluation process.

We undertake, if our Bid is accepted:

  1. To pay a 10% deposit within 24 hours of notification to AU-IBAR by way of bank transfer or cash deposit to the officially designated account.
  2. To execute contract for purchase of goods immediately upon notification and payment of the 10% deposit.
  3. To pay the balance of 90% within 5 working days from the date of contract for sale to AU-IBAR by way of bank transfer or cash deposit to the officially designated account.
  4. To provide proof of such payment on the date of payment to AU-IBAR. This should be done by submitting a copy of the deposit slip or funds transfer slip to procurement@au-ibar.org 
  5.  To collect the goods no later than 3 working days from the date of confirmation of payment of the balance (90%).

We agree to abide by this Bid for the Bid Validity Period of 30 days. This bid shall remain binding upon us and may be accepted at any time before the expiration of that period.

Until a formal Contract is prepared and executed, this Bid, together with your written notification of award, shall constitute a binding Contract between us.

We understand that you are not bound to accept the lowest or any bid you may receive.

Contract Form


THIS AGREEMENT made the _____ day of __________ 20_____ between the African Union Commission [or name of the AU organ] (hereinafter called “the Seller”) of the one part and […………………………] of [city and country of Supplier] (hereinafter called “the Purchaser”) of the other part:

WHEREAS the Seller invited bids for the sale of certain goods and ancillary services, viz., [brief description of goods and services] and has accepted a bid by the Purchaser for the supply of those goods and services in the sum of [contract price in words and figures] (hereinafter called “the Contract Price”).

NOW THIS AGREEMENT WITNESSETH AS FOLLOWS:

  1. In this Agreement words and expressions shall have the same meanings as are respectively assigned to them in the Conditions of Contract referred to.
  2. The following documents shall be deemed to form and be read and construed as part of this Agreement in the listed order of precedence, viz.:
  3. (a)    Agreement
    (b)    Technical Specifications;
    (c)    Bid Form and the Price Schedule submitted by the Purchaser; 
    (d)    Notification of Award, and
    (e)    any other document agreed the parties may agree to form part of the contract.
  4. In consideration of the payments to be made by the Purchaser to the Seller as hereinafter mentioned, the Seller covenants to provide the goods on an AS IS WHERE IS basis.
  5. The Purchaser acknowledges that there is no guarantee of any nature on the state of the goods and acknowledges that the Seller does not have any obligation to remedy defects or effect any repairs on the goods.
  6. The Purchaser hereby covenants to pay the Seller the bid price as indicated as follows: 

    - 10% upon notification of contract (receipt of which the Seller hereby acknowledges)
    - 90% within 5 working days from the date of execution of this contract.
