AU-IBAR, in collaboration with FAO and OIE, is implementing the 2nd phase of the Pan-African Peste des Petits Ruminants (PPR) Control and Eradication Programme from 2022 to 2026. The African Union Commission has prioritized PPR eradication, evident in key policy decisions dating back to 2010. Strategic frameworks have laid the groundwork for action, leading to the recent endorsement of the Pan African Programme for PPR eradication. This initiative gained momentum during sessions of the STC-ARDWE in 2021 and 2023, culminating in the establishment of the Pan African PPR Secretariat at AU-IBAR to coordinate eradication efforts.

Specific Objectives of the Pan African Programme for the Control & Eradication of PPR 

  1. Eradication of PPR in Africa by 2030 and mitigating the impact of other high-impact small ruminant diseases.
  2. Enhancing small ruminants' value chain efficiency and market access, particularly for marginalized groups.
  3. Facilitating access to animal health value chain markets.
  4. Strengthening coordination, partnerships, and management.

PPR Project Outcomes

  1. Strengthening Capacity: Enhancing the capacity of regional and continental actors and institutions to respond to transboundary diseases of sheep and goats in Africa.
  2. Establishing Governance: Establishing and fortifying governance structures for coordinating the global PPR eradication in SSA.
  3. Vaccination Strategy: Preparing and organizing a vaccination strategy in response to PPR, addressing vaccine demand and understanding epidemiological systems.

This initiative entails meticulous planning and execution, involving outputs such as strengthening coordination mechanisms, certifying vaccine quality, mapping disease distribution, and implementing risk-based vaccination strategies.

The Pan-Africa PPR Programme is a collaborative effort led by the African Union Commission (AUC), specifically AU-IBAR and the Pan African Veterinary Vaccine Centre (PANVAC), in partnership with the Food and Agriculture Organization of the United Nations (FAO), the World Organisation for Animal Health (OIE), under the implementation of the Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs). 

Additionally, African Union member states and Regional Economic Communities (RECs) actively participate in the implementation process. This inclusive approach ensures a coordinated and comprehensive response to the eradication of Peste des Petits Ruminants (PPR) across Africa, utilizing the combined expertise and resources of all stakeholders involved.

An initial amount of 8m has been sourced from the European Union to implementation.
